Welcome to the Highlands County Procurement website. The Procurement department is tasked with providing all County departments and special benefit districts under the Board of County Commissioners with procurement services in accordance with the policies and procedures adopted by the Board, and with federal, state and local laws, where applicable. Staff also assist, in limited cases, with procurements for other constitutional offices.
Board departments procure millions of dollars of equipment, operating supplies and services, as well as construction services each year. Procurement staff assists in the procurement of all goods and services valued over $2,500. Board departments have the authority to procure goods and services valued less than $2,500 through a decentralized purchasing process. The procurement of goods and services is accomplished through various methods including, but not limited to, Formal Written Quotes (FWQ), Invitations to Bid (ITB), Requests for Proposal (RFP), Request for Qualification (RFQ) and Requests for Information (RFI).
Other services provided by the Procurement department include the disposition and sale of surplus County property.
The County has transitioned to an electronic bid platform for the dissemination of bids, referred to as Bid Net Direct. Businesses are encouraged to participate in the free registration by clicking on Vendor registration in the left toolbar and identifying the services/products they offer. While other fee related offerings are available on this electronic platform, businesses are not required to pay a fee to view or download Highlands County solicitations.
