Vendors can register on the BidNet Direct system at no cost. When a vendor registers, they select NIGP commodity codes that are applicable to the goods/services their business provides.
Highlands County Purchasing thresholds are as follows:
- $2,500 and under – No quotes required or use County Purchasing Card * No Transaction or Processing Fees Allowed*
- $2,500.01-$10,000 – Obtain two informal quotes directly from vendors (“apples to apples”) and award to lowest quote received
- $10,000.01-$50,000 – Obtain three informal quotes directly from vendors (“apples to apples”) and award to lowest quote received or Formal Written Quote (FWQ)
- $50,000.01 or more - Formal Sealed Solicitation, which can be Invitation to Bid (ITB), Request for Proposal (RFP), or Request for Qualifications (RFQ). Awarded to lowest bidder for ITB, highest score for RFP/RFQ.

Each County Department is empowered to obtain to make their own vendor selection for purchases under $2,500 and decide who to send quote requests to for purchases under $50,000. You should find out what department might utilize your services and reach out to them directly.
While we understand a quote or bid process can seem daunting, once you understand how to do them, they really are quite easy. If you have process questions, you can ALWAYS reach out to the Procurement Department OR the person who sent you the quote request.
To be setup as a vendor in our financial system a business must provide a current W9. If providing a service on County-owned property, the business must provide a Certificate of Insurance meeting our minimum requirements.
The COI should at a minimum contain the following, please:
The minimum insurance limits are as follows:
$1,000,000 General Liability each occurrence
$$500,000 Automobile Liability
$500,000 Worker Compensation policy limit (or exemption certificate)
“Highlands County, a Political Subdivision of the State of Florida” shall be named as an Additional Insured on all policies except Worker’s Compensation and Professional Liability.
