Below you will find information providing direction for attending or speaking at a public meeting:

ADDRESSING THE COMMISSION – Please state your name and address, speaking clearly into the microphone. If you have backup material, please have eight copies ready for distribution. Comments will be limited to three minutes.

DECORUM – Always be respectful of others’ opinions and maintain decorum throughout the meeting.

GENERAL RULES AND PROCEDURES – The prepared agenda determines the order of business conducted at each Board meeting with the below outline and is subject to change during the meeting at the prerogative of the Board or Chairperson:

PROCLAMATIONS: To request formal recognition from the Board of County Commissioners by the issuance of a Proclamation, please call 863-402-6500 and ask to speak to Michelle Drake.

CONSENT AGENDA: These items are considered routine and are enacted by one motion. The Board Chairperson may ask for public comment on these items, but generally there will be no separate discussion of these items unless a Commissioner so requests.

PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA: A person desiring to provide public comment related to an issue not on the meeting agenda must fill out a Speaker Card and submit the same to the County Administrator or Chairperson by 9 a.m. Please refer to the ADDRESSING THE COMMISSION section above.

PUBLIC HEARINGS: The Chairperson will open each public hearing and asks anyone wishing to speak on the item to come forward, one at a time. Please state your name and address. Comments will be limited to three minutes.

ACTION AGENDA: These items are generally department requests that the Commission will discuss individually usually in the order listed on the agenda.

ADMINISTRATION REPORTS: These items are updates to the Board of projects or upcoming meetings and/or events.

COMMISSIONER REPORTS: These are discussions or items presented by an individual Commissioner at the conclusion of the printed agenda.

MEETINGS – All Board meetings are open to the public. The Board meets at the Highlands County Government Center Boardroom at 600 S. Commerce Ave. in Sebring, Florida, on the first and third Tuesday of every month at 9 a.m. except for those meeting weeks when a nationally recognized holiday falls on a Monday and then the regular meeting will be held on Thursday instead of Tuesday. Additionally, the Board schedules workshops throughout the year necessary to accomplish their goals and commitments. Notice is provided of these workshops.
