Purpose:
The Future Growth Fund Advisory Committee was created to review and evaluate possible reinstatement of the County’s impact fees, to consider other possible sources of revenue available to the County, and to recommend the best approach for imposition of such available funding sources.
Responsibilities: The Advisory Committee shall meet as frequently as deemed necessary by the Advisory Committee in order to accomplish the purpose set forth herein.
The Advisory Committee shall present its final report and recommendation to the Board of County Commissioners at a regularly scheduled board meeting once it has fully accomplished the purpose set forth herein.
MEMBERSHIP:
The Advisory Committee shall consist of seven members, with at least one member having current or prior experience in each of the following categories/professions:
- Banking
- Real Estate
- General Contractor
- Developer
- Engineer / Architect / Planning
APPOINTMENT:
The Advisory Committee members shall be appointed to serve at the pleasure of the Highlands County Board of County Commissioners as follows:
1. Five members. Each Commissioner shall appoint one representative whom he/she believes to be the best suited individual to serve on the Advisory Committee so long as each such individual:
- has submitted the appropriate application to the County; and
- is a citizen of Highlands County, owns property in Highlands County OR has its principal place of business located in Highlands County and remains a Highlands County citizen, property owner or principal business operator until the Advisory Committee sunsets.
Each motion for appointment of the five Commission representative members shall be confirmed by majority vote of a quorum of the Board of County Commissioners.
2. Two members. The remaining two members shall be selected by the County Administrator so long as each such individual:
- has submitted the appropriate application to the County; and
- is a citizen of Highlands County, owns property in Highlands County OR has its principal place of business located in Highlands County and remains a Highlands County citizen, property owner or principal business operator until the Advisory Committee sunsets.
The County Administrator shall select the remaining two members based on the applications submitted. Both members shall be confirmed by majority vote of a quorum of the Board of County Commissioners.
TERMS:
Each member of the Advisory Committee shall serve without commission or honorarium, at the pleasure of the Board of County Commissioners, until such time as the Advisory Committee has accomplished its purpose and delivered a final recommendation to the Highlands County Board of County Commissioners or until the sunset as set forth herein, whichever occurs first.

The Advisory Committee shall elect a chairperson and a vice-chairperson from its membership at the first meeting.
