12/30/2024:
DEBRIS COLLECTION UPDATE: As of Dec. 22, 2024, Highlands County’s storm debris removal collection operations are complete.
Here are the totals since the start of collection, which began Oct. 22 – 12 days after Hurricane Milton:
Vegetative debris: 3,862 loads / 125,199 cubic yards
Class 1 hazardous waste: 88 loads / 2,541 cubic yards
C&D debris: 4 loads / 81 cubic yards
Cumulative total: 3,954 loads / 127,820 cubic yards
The time to complete for 100% reimbursement from FEMA is Feb. 10, 2025. Highlands County met this deadline 50 days early.
Thank you to ALL our municipal partners for assisting the County in making this happen.
Residents must follow their yard waste collection rules based on their designated solid waste hauler. For Highlands County residents serviced by Waste Connections, please place your yard waste in paper bags or bins for normal yard waste pickup on alternating weeks on your scheduled collection day.
To see the 2025 collection calendar, click https://bit.ly/bulkyardpickup2025
If you live in one of the cities or town, you may have different rules for yard waste collection. Please check with your municipality for how to dispose of your yard waste correctly.

DEBRIS COLLECTION
Regarding the Thanksgiving holiday, our debris contractor will be shutting down at noon Wednesday, Nov. 27, for the holiday and will start collections again next Monday morning, Dec. 2.
We are WORKING WITH OUR COMMUNITY PARTNERS! Due to the challenges of securing debris trucks amid widespread disasters across multiple states, we updated our interlocal agreements with Avon Park, Sebring and Lake Placid to help expedite debris removal.
This allows the cities, town and the County to use their own personnel and equipment to assist our contracted debris hauler in picking up storm debris throughout the county. Any debris collected is carefully documented and certified to ensure compliance with FEMA guidelines.
PLEASE USE THIS LINK (works best in the Edge browser) to the online map that will show you which roads have been collected >> https://tt-emi.maps.arcgis.com/apps/dashboards/aa988e2b0e894c3fb5f34f725e20c6a6
The roads marked in red indicate pickup is incomplete, while blue indicates vegetation pickup is complete, and green means C&D and vegetation pickup is complete.
As of 11/13, 1,310 loads and 36,116 cubic yards have been collected.
SCHEDULE: Please be patient – a schedule is not available. We collect as much as possible during working hours. Our crews are working from 7 a.m. to 7 p.m., 7 days a week.
We understand the community’s concerns about the potential tropical system in the Caribbean and its uncertain impact on Highlands County, especially with the ongoing debris collection from Hurricane Milton. Unfortunately, due to the multiple hurricanes impacting our state and neighboring areas, resources have been stretched thin. Many contractors are prioritizing counties hit harder and offering higher compensation, which has caused delays here.
That said, we have seen more trucks and crews arriving in the county recently, compared to a month ago, which is helping to accelerate the cleanup process. The county has also been using its own equipment and partnering with the three municipalities to speed things up. However, the scale of this recovery, unprecedented with so many storms in such a short time, has created challenges not just for us, but for other impacted areas as well. This has been a valuable learning experience, and we are committed to improving our future response plans.
We greatly appreciate the community’s patience and want to reassure everyone that we are working diligently to clear the debris and support the recovery process.
YOUR DEBRIS NEEDS TO BE SEPARATED FOR COLLECTION.
Vegetative debris is being collected first.
C&D debris and other building materials debris will be collected last.
The three different types of storm debris need to be in separate piles for collection. All of it MUST be placed at the edge of your yard and in the County right-of-way. While the vegetative debris and C&D and other building materials will not be collected simultaneously, the hauler will only make one pass for each debris type countywide.
REMINDER: C&D includes items like bricks, concrete, glass, steel, asphalt, and lumber. Other building materials include drywall and pressure treated wood, like docks and fencing. These materials must be piled separately from your vegetative debris.
The debris hauler AND Waste Connections WILL NOT be picking up piles of leaves, twigs, pinecones, or Spanish moss. Those items NEED TO BE BAGGED OR IN A CAN to be picked up by Waste Connections during normal yard waste pick-up. If you live in one of the cities or town, you may have different rules for yard waste collection. Please check with your municipality for how to dispose of your yard waste correctly.
ALL DEBRIS MUST already be at the edge of your yard in the county right-of-way for collection. DO NOT PUT MORE DEBRIS OUT after the trucks have already collected vegetative and/or C&D debris on your road.
STORM DEBRIS TIPS:
• Place your hurricane debris in the public right-of-way at the edge of your yard, away from the road and permanent objects like trees, mailboxes, storm drains, and power lines.
• All storm debris needs to be loose.
• Don’t mix your hurricane debris with your regular garbage.
After the debris collector has passed your home, residents MUST BUNDLE their yard waste – including larger branches and tree stumps – like normal.
If you need to speak to someone about storm debris collection, please call 863-402-6877.

DCF announces D-SNAP in response to Hurricanes Helene and Milton
Yesterday, Department of Children and Families Secretary Shevaun Harris announced that Florida’s application for Disaster Supplemental Nutrition Assistance Program (D-SNAP) has been approved.
D-SNAP provides food assistance for individuals and families impacted by Hurricanes Helene and Milton who are not receiving food assistance through the regular Supplemental Nutrition Assistance Program (SNAP).
D-SNAP will be implemented in phases and by county beginning Monday, Oct. 28, 2024. Pre-registration is required by all applicants and can be found online at MyFLFamilies.com/DSNAP.
To ensure the fastest service to households who are eligible to receive D-SNAP, DCF will begin the first phase by offering a phone option. In the coming weeks, DCF will host in-person D-SNAP events for residents who cannot participate by phone.
The locations for in-person D-SNAP events will be announced soon, with all information available online.
Who is eligible for D-SNAP?
To qualify for D-SNAP:
• Applicants must NOT be receiving regular food assistance
• Applicants must have been living in a disaster-declared county at the time of Hurricane Helene and/or Milton
• Applicants must have suffered a disaster-related loss such as:

o Reduction or loss of income
o Other disaster-related expenses
• Applicants must meet financial eligibility requirements
What assistance is available through D-SNAP?
Eligible recipients will receive an electronic benefit transfer (EBT) card by mail that can be used to purchase food at authorized USDA food retailers.
The EBT card cannot be used for alcoholic beverages, tobacco products, or non-food items.

Widespread power outages are expected after Hurricane Milton.
Portable generators are among the deadliest consumer products, emitting as much carbon monoxide as 450 cars — a colorless, odorless, DEADLY gas.
🏡Always Use Outdoors: Never run your generator inside your home, garage, or enclosed spaces. Keep it at least 20 feet away from windows, doors, and vents.
💡Power essentials only – Don’t overload your generator. Use it for necessities and ensure your extension cords are heavy-duty and grounded.
💨Proper Ventilation: To prevent CO from entering your home, place the generator in a dry, well-ventilated area. Avoid placing it near doors, vents, or windows.
⛽️Never Refuel While Running: Turn off the generator and allow it to cool down before refueling. Spilled fuel on a hot engine can ignite and cause a fire.
Protect From Water:
🚫Keep your generator dry and off the ground. Keep away from areas where water can pool. Never touch the generator with wet hands.
🔌Don't Backfeed Power: Only connect the generator directly to your home's electrical system if a qualified electrician has installed a transfer switch. Backfeeding can harm utility workers and damage your equipment.
⛽️Keep Extra Fuel Safely Stored: Store fuel in approved containers and away from living areas. Always keep it in a cool, ventilated area.
🚫Turn Off When Not in Use: When you're away from home or going to sleep, always turn off the generator.

To protect your home and your loved ones against mosquitoes after the storm, take preventative measures.
DRAIN & COVER
DRAIN standing water:
• Drain water from garbage cans, buckets, pool covers, coolers, toys, flowerpots, or any other containers where sprinkler or rainwater has collected.
• Discard old tires, drums, bottles, cans, pots and pans, broken appliances, and other items that aren’t being used.
• Empty and clean birdbaths and pets’ water bowls at least twice a week.
• Protect boats and vehicles from rain with tarps that don’t accumulate water.
• Maintain swimming pools in good condition and appropriately chlorinated. Empty plastic swimming pools when not in use.
COVER your skin:
• Clothing tips – If you must be outside when mosquitoes are active, cover up. Wear shoes, socks, long pants, and long sleeves.
• Repellent tips – Apply mosquito repellent to bare skin and clothing. Always use repellents according to their labels. Repellents with 10-30% DEET, picaridin, oil of lemon eucalyptus, and IR3535 tend to be most effective.
• Use mosquito netting to protect children younger than 2 months old.
10/9/2024:

We urge any business planning to be open tomorrow to be closed by 1:30 p.m. at the latest. This will allow your employees and customers to make it home safely before hurricane-force winds arrive. Impacts will begin being seen between 2-10 p.m. and the northern part of Highlands County (especially Avon Park) will see winds 110 mph or stronger, both sustained and gusts, as Milton make landfall and moves inland.
10/8/2024:

As Hurricane Milton nears, flooding and storm damage are possible. Please take these crucial fire safety steps to protect your home and family:
Turn off the breaker panel if water is rising to prevent electric shock, short circuits and even fires.
Avoid standing water, especially near electrical outlets or appliances, as it could be electrically charged.
If you are able to move electrical equipment and appliances to higher ground to minimize water damage.
If you smell gas or suspect a leak, evacuate immediately and call 911.
Use flashlights instead of candles to avoid the risk of fire during power outages.
After flooding, wait for professionals to inspect your home before re-entering or using electrical systems.
Prepare an emergency plan with your family, including escape routes and communication strategies.
10/8/2024:
4:15 p.m.
Gov. Ron DeSantis has urged electric vehicle (EV) owners to move their vehicles to higher ground ahead of Hurricane Milton.
EV owners should be aware of the risks posed by standing water. EVs can catch fire if flooded, so it’s crucial to relocate your vehicle to safer areas. There have been instances of EVs igniting after hurricanes due to battery damage from flooding. Highlands County's Fire Marshal advises all EV owners to seek high ground and avoid low-lying areas and floodplains. Do NOT LEAVE EVs in garages or any areas prone to flooding.
With possible power outages, EV owners may be unable to charge their vehicles. Keeping your EV out of standing water is the best way to reduce the risk of fire.
Stay informed and take precautions.

The Emergency Operations Center activated to Level 2 Tuesday afternoon to begin storm preparations. By Wednesday, we had also activated the community call center (Shout out to Community Programs for getting it staffed for us) and our County Commissioners declared a Local State of Emergency out of an abundance of caution.
Throughout the night on Wednesday and all day Thursday, our Command Staff, EM Staff, GIS, Public Information Officer, and Policy Group were on-site, and department directors (off-site), ensuring everything ran smoothly during this critical time.
I want to express my gratitude to my dedicated crew for their outstanding work, as well as to all the team members on shift last night who expertly managed multiple calls despite the high winds.
A special thank you goes out to all Public Safety agencies who were out in our community answering the calls (HCFR, HCSO, APFD, SFD, SPD, LPPD), and the dispatchers who worked tirelessly yesterday and especially during the night. Your efforts are truly appreciated!

While the most destructive winds will stay offshore, we will be on the eastern, stronger side of the storm.
