Fire Administration is the liaison to all Fire Districts to ensure positive relations and feedback, information dissemination and compliance with all County policies, Federal and State regulations. This includes oversight with 10 Fire District Chiefs and indirect responsibility of 200+ volunteer firefighters to promote compliance, as it pertains to emergency services, human resources, loss prevention/safety and County policies.  Confer with Fire Services and Districts to develop and monitor all budgets and recommend purchases that will afford the greatest value, provide the best price, while promoting standardization county-wide.   Ensure that the public is provided and has access to information concerning emergency and prevention issues as it relates to the activities of Fire Services and Fire Districts. The Division of Fire Operations is responsible for: firefighter safety and compliance; facility and equipment maintenance; incident response and management; Coordinating Emergency Support Function #4 at the EOC during an activation; Maintaining and updating the Standard Operating Guidelines; and assisting in the design, development, and implementation of the County plan for fire control.


The Training Division is dedicated to creating, implementing and delivering quality training programs that reflect the needs and ever changing responsibilities of the Fire Service.  That responsibility ranges from the initial emergency response training for Highlands County Fire Departments as well as on-going training and skill development of Firefighters and Fire Officers. With the numerous requirements placed upon the fire service today by the many regulatory agencies, (National Fire Protection Agency, Insurance Services Office, Florida Firefighter Occupational Safety & Health Act, American National Standards Institute) training is paramount for compliance.  The Training Division coordinates the needed training for compliance with established regulations for not only firefighting, but Hazardous Materials and Urban Search and Rescue training. Major emphasis is always safety first, and to insure a competent, efficient and effective emergency response protecting life, property, and the environment.

The Division of Fire Prevention is Responsible for performing periodic inspections of existing, publicly accessed buildings, new building construction and site plan review for fire and life safety code compliance with the Florida Fire Prevention Code.
