Impact Fee Study
Highlands County began the process of a new impact fee study in June 2022 with the creation of the Highlands County Future Growth Fund Advisory Committee.
The County received the final report from its consultant in early April, and the Board of County Commissioners held a public workshop on May 12, 2026, to discuss the impact fee and alternative funding options study.
The next step in this process is for the Board to consider which impact fees or alternative funding options to adopt and at what rate.
Below are the Highlands County Impact Fee and Alternative Funding Options reports, and a fee comparison chart and a master fee schedule.
