Lake Istokpoga Management Committee

Purpose:
The Lake Istokpoga Management Committee's mission is to address management issues associated with Lake Istokpoga and its watershed, providing public input on issues related to the lake that may be considered by the Highlands County Board of County Commissioners (BOCC).  The Committee is charged with addressing issues that include but are not limited to exotic plant management, watershed management, aquatic habitat enhancement, water level regulation, lake restoration, management of a renewable, sustainable Istokpoga ecosystem, restoration of long-term ecological healthier to the lake and its watershed, and preservation of the lake's economic value.

AUTHORITY:
Resolution 14-15-47 of the Highlands County Board of County Commissioners.

DUTIES & RESPONSIBILITIES:

  • Make recommendation to the BOCC regarding management issues associated with Lake Istokpoga and its watershed.
  • Address a wide variety of issues, including: changes to the water level regulation, lake restoration, exotic and other plant management, aquatic habitat enhancement, habitat restoration, tussock removal, water quality improvement, lake access, facility maintenance and development, lakefront property values and fishing regulations.  Other issues may be developed at the discretion of the committee.
  • Provide a forum for professional staff representatives of the BOCC, the Seminole Tribe of Florida, the Florida Wildlife Commission, the South Florida Water Management District, the Florida Department of Environmental Protection, the Florida Department of Agriculture and Consumer Services, and the U.S. Fish and Wildlife Services, and other agencies as identified. 
  • Receive and consider input from professionals. 
  • Service as the permanent public voice in the decisions regarding management of the Lake Istokpoga ecosystem. 
MEMBERSHIP:
Appointed by the Board of County Commissioners.

The Lake Istokpoga Management Committee consists of nine voting members and nine alternate members, if desired.  The composition shall be as follows:
  • Citizen, Lake Resident South - One citizen who is a Lake Istokpoga waterfront resident residing in the greater Lake Placid area including the area from Josephine Creek on the northwest to the S-68S structure - C41A canal on the southeast, who does not directly or indirectly have an interest in real property located in the Istokpoga Marsh Watershed Improvement District. 
  • Citizen, Lake Resident North -  One citizen who is a Lake Istokpoga waterfront resident residing in the greater Lorida area including the area from Josephine Creek on the west to the C-41A canal a t the S-68 structure, excluding areas of special benefit districts. 
  • Professional Environmental Community - One professional involved in the management of the environment of Istokpoga or the watershed not employed by an agency involved in management of Istokpoga or its natural resources. 
  • Business Community - One person from a business deriving revenue from Lake Istokpoga such as fish camps, guides, bait and tackle stores, marinas, fishing tournament directors, tourism and the like. 
  • Agriculture, including Professional Range Management - One agriculture professional owning, employed in or involved in an agricultural operation in the vicinity of Lake Istokpoga or the Indian Prairie.
  • Highlands County Lakes Association - One member of the Association, nominated by its board or general membership.
  • Friends of Istokpoga - One member of the Association, nominated by the association board.
  • Istokpoga Marsh Watershed Improvement District - One agricultural landowner in the District nominated by the advisory board or the Board of Supervisors. 
  • Spring Lake Improvement District - One representative of the District, nominated by its board or general membership.  
TERMS:
Members serve four-year terms.

MEETINGS:
Meetings are held quarterly on the 3rd Thursday at 9:00 am.
